School/Public safety crossing London Road in the area of outside George & Dragon Place.
Reference: TEMPLE EWELL PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON 10th APRIL 2007 it was good to hear that finally this is being slowly addressed.
I pointed this out last year on starting on the 17/07/2006 by e-mail asking for double yellow lines to make the crossing safer for School/Public. I again e-mailed on the 16/01/2007 with new points as follows:
1. Makes it difficult for vehicles emerging from the G & D rear car park.
2. A short stretch of lines adjacent to the G & D rear car park entrance/ exit could be the answer/compromise?"
I sent another e-mail on the 5/02/2007 stating: Thanks for seeing that my concerns were looked at within the Parish meeting, however I still have points I would like to emphasize in respect of removal of vehicles in this area as follows:
1. Crossing patrol as been advertised many times before to no avail.
2. Dangerous even for crossing patrol personnel to operate in this area.
3. Only addresses the issue at certain times of the day, does not cater for the following times.
1. Early morning / evening School kids catching / leaving buses in London road. 2. After School activities - including park recreation, especially during summer months. 3. Public crossing the road to the shops or bus stop, especially the elderly.
4. Any possibility of the Crossing patrol hazard lights being switched on with a timer until the issue is sorted?
5. It’s also noted vehicles are parking on the pavements in this area, may be a few dents and scrapes with push chair would do the trick?
I hear through the grapevine a London Rd resident was knocked over on London Rd in the vicinity of the shop!
Another recommendation I would like to put forward is the "pavement walk extended into the road" outside the G & D (Like the ones outside Iceland food shop). This would ensure it easier to cross safely!
Planning application in for 3rd property at Kinnoul, Green Lane/The Avenue. DOV/07/00974 Encroaching into protected woodlands. 9 trees to be felled to accommodate it. 5 bedroomed house, immediately behind Sunningdale. Increased traffic and parking.
Temple Ewell Parish Council are partly to blame for the sudden increase of planning applications along Green lane & The Avenue. They choose to endorse planning acceptance on the new 5 bedroomed house along the Avenue (encroaching into the protected tree area).
The TEPC are very short sighted & panders to back garden builders (who might I add, live in Canterbury). No thought for the impact on tree preservation/wildlife & most of all views everybody in the village likes to enjoy for the surrounding area.
TEPC use you brains, take off the blinkers and most of all try to think ahead!
Name & Shame time in & around Temple Ewell area. Alan Barker back garden builder from Canterbury. He has no respect for the environment, trees and especially tree preservation areas. He tries to alter plans to suit himself and feed his greed.
Keep your eye out for this builder & watch his actions. Get yourself plans from DDC if you are unfortunate to have him building near to you.

I find your letter dated 6th February 2009 quite pathetic due to the following comments:
Your company (Channels and Choices) has not bothered to inform local residents the nature of your business; various rumours have been circulated around the village. It would have made sense if you wanted the residents to work closely with you to let them know your business nature but instead you have treated us like mushrooms i.e. kept in the dark. Not a very good start in the first instance would you agree?
You have known about the Green Lane parking problems for a long time now but chose to ignore them hoping to get away with the issue. The excuses of weather do not wear well!!
The only reason you are acting at this late stage is because residents are fed up of waiting considerate parking. You have probably noted local residents taking many photos and expressing concerns that your employees choose to park on the road and can’t be bothered to even use the Compass House car park.
Personally, your statement that the car park will be extended will not be anyway near adequate for the increased volume of cars parking in the area. There seems to be an excessive amount of cars bearing in mind that your policy states only 3 children (maximum) per house! The residents therefore believe you are using Compass House as a meeting room, too.
Your inconsiderate parking on Green Lane especially out side Wood End and High Trees House causes traffic problems for Kent CC gritter lorries, rubbish /recycle collection, delivery lorries to name a few, who then have to slowly ease there way past cars. The hedge opposite as been shredded to bits in the last 6 weeks.
Many residents have been inconvenienced and delayed on exiting their own driveways. Most of the residents try to keep Green Lane clear so the public can safely walk on this road especially due to its narrowness. You should note children who regularly walk down the lane to school, and no consideration is made for this.
Other residents have concerns are escaping children that have been observed running down the Green Lane.
Question: If you make the front on Compass House a full car park the resident children will have only a dangerous small back garden to enjoy. (Or due to intend to lock them up for extended periods of time?)
Personally your business should not be operated in this area. It should have been properly inspected before commencement of this type of business.

It would appear that the employees of Compass House still can’t manage to sensibly use the provided parking, even on none meeting days when spaces are available. This morning I was told by an employee and including the manager they would park where they liked!
If you want to retain the local resident’s goodwill and support, get your act together or take your business somewhere else!

No feedback/updates. No traffic warning tickets issued. (Note: brought to my attention, the van parked on Templeside was issued with a warning notice within approx 24 hours. It would appear different traffic rules exits depending what road you reside on!) At least 2 meeting this month 17th & 27th shown by excessive cars shown in photos supplied. (We told you Mr Davison was pulling the wool over your eyes with the “once a month meeting”). Ideally a specific day for this meeting should be sought? Residents have also express more concerns of incident at 10:30pm in the area of Green Lane / The Avenue where 3 police cars were in attendance. Can you shed any light on this please?

Hope you have sorted your photo viewing problem out. I have embedded a few more for you, including the Area mangers car parking across from the junction today!
Apparently work will commence on enlarging the driveway tomorrow.
Comments: 1. Should this be subject to planning permission?
2. I expect if planning permission it will follow the normal DDC planning and be granted retrospectively anyway.
3. After the all the furore about parking, turning spaces and garages, reference Kinnoul planning, it seems that we will have a garage car sales forecourt in the making. So much for keeping a semi rural area.
4. I expect that the employees will still be parking on the road, it remains to be seen!
It is a great pity Dover District Planning did not see fit to retain this area as a semi-rural (re point 3 above). To add insult to injury, DDC have allowed a children’s home in the area, which amounts to running a business from a residential home, with the associated significant increase in the volume of traffic in Green Lane (and subsequent danger to pedestrians).
I have not referred to parking tickets, only warning tickets like the one you issued to van on Target Firs. Personally this would have been a more positive action for repeated parking offenders as they have already stated they will park where they like! This parking is also extending into Temple Side & Target Firs. This is a worry for residents, especially the elderly who have no knowledge as to why unknown cars are continually parked outside their homes.
The larger parking area as become a joke, residents have been issued with 2 letters (6th February & 2nd April). The latter letter contents I have scanned and is embedded in this email below. Clearly this states the work should have commenced on the 3rd April 2009!!
The “once a month meeting” still needs clarifying please.
I have given all local residents a scan of card indicating an Ofsted inspector contact who will listen to concerns/report back issues like the “incident at 10:30pm in the area of Green Lane / The Avenue where 3 police cars were in attendance”
If needed I will be shortly be contacting DDC & KCC via “fixmystreet” and local press should the parking issues carry on.

sorry that I have not replied to you but I have been to the house several times and spoken to the people that work there, they have been advised to park sensibly and state that they will have a larger parking area soon so the problem should cease. The reason that I put a note on the van in Target Firs was because we did not know who it belonged to, the owner rang me and then moved the van.I am not able to issue parking tickets as I am not a traffic warden, all I can do is advise people to move their cars.
With reference to your email sent to me on Thu 23/04/2009 containing the statement “You will no doubt have noticed that the block paving has now been extended to allow all our cars to park outside the house. It is regrettable that we have now no green area at the front and the paving has been expensive, but if it helps to improve our relationships with our neighbours it will all be worthwhile. There should be no more reason to take photographs of the parking situations in the lane and we can all look forward to moving forward."
If you are implying that it’s my fault that the green area is now lost:
1. You will have more than a bill for a car park to fork out for because your statement could be classed as libellous talk.
The simple fact you are running this business in a residential area has caused it to look like a car sales showroom.
2. My involvement with parking problems was zero prior to your letter dated 6th Feb. 2009 to local residents. It clearly states you intended to totally pave the front of Compass House. At no time have you bothered to consult any of the residents. Other methods are available to retain to green area and be use as parking when needed.
3. Indeed I have tried to stop you from totally paving the front of Compass House via contacting various bodies. Personally I think you should have had planning consent on the grounds of new water drainage rules! I still await answers on this subject.
4. My involvement only started when your area manager Steve Davidson did not listen to my complaint and said ‘we will park where we like’! Hence the photos of dangerous parking with no consideration to other vehicles or pedestrians. (I strongly recommend he should be retrained in public relation skills!)
Future car parking and meeting:
1. It will remain to be seen if you, managers and employees make the effort to use the car park. (photos will still be taken if necessary)
2. Documentation via the aid of photos will still monitor the number of vehicles using the car park. Unless you what to come clean about the so called once month meeting! The PCSO officer told us that 4 cars max would be the normal usage.
Conclusion:
Your business as had a big impact on life of Green Lane & The Avenue, at no time have you bothered to introduce yourselves or advised residents of what to do if dangerous incidents occur. At present you are behaving as a bunch of amateurs, with no regard for the local community. It is unfortunate you did not find yourselves a more suitable location in the first place!!!

It is not illegal to take photographs or video footage in public places unless it is for criminal or terrorist purposes.
There will be places where you have access as a member of the public, but will have to ask permission or may be prevented altogether. These could include stately homes, museums, churches shopping malls, railway stations and council/government buildings. You need to check the situation out on a case by case basis.............. see link:

There is a law that states that people have a right to there own privacy it is article 8 of the human right act. They are vulnerable people living in the home and there is also the DATA protection act that means you should have peoples permission to publish their property on the webb site.I would like to state that I am the officer for every one in the village and have spoken to the staff at the home as well as speaking to you, I feel that the home have done every thing that they can to fit in with the residents.
Just over a year ago you was very supportive of building plot - Sunday working issues. You had no problem and actively supported photo or even video evidence (and that included personal footage) correct?
Ref: article 8 of the Human Right Act, in what way as my photos broken the law in respect of privacy? I have posted an extract from the Police National Legal Database on the Blog in respect of photo taking, as it appears to conflict with what you are saying. Having checked the Act, I note it refers to ‘family life’ and as we know, Compass House is a business! It seems as though you are again plucking legislation out of thin air, without checking its validity, and could easily be turned around for ours and other resident’s family human rights.
Ref: vulnerable people, you know as well as the local residents the home is totally exposed to being overlooked by virtue of its elevated location Residents/neighbours have a right to look, take photos and entertain in there back gardens should they wish, we have checked this fact with other authorities. Full view photos of the said home are available on the Channels & Choices website for all to see. Really in reality you are only endorsing the home is not suitable for a residential area!
Photos are freely displayed by members of the public on the “Fix My Street” Web site and many others without any reference to Data protection act or any other disclosures. So why are you referencing it? The public as a right to highlight problem areas.
The photos were clearly not taken on the property as you stated. If you care to view garden of the home, you will again see some of the weeds are nearly as tall as yourself already.
Again recent photos are clearly not taken on the property and can be viewed on the web @ http://www.fixmystreet.com/report/62686. As previously predicted, “Meetings held regularly (at least weekly), with excessive numbers of cars, over spilling onto the road, causing inconvenience and obstruction (i.e. parking opposite & close junctions). Frequently the property's frontage looks like a car sales forecourt, and is out of character with the residential area.” But don’t take my word for highlighting this. Ask the residents’ opinions who live at the top of Templeside, particularly those who have no off road parking facility.
If you are an officer acting for everybody, why have you not contacted any of the local affected residents around the location of the home? The resentment/impact extends further than you think too!! I can think of a few reasons, but why are you continually siding with the home? You need to get both sides of the story!
I am seriously considering contacting your superior with harassment, supplying incorrect information and wasting my time complaint if this continues. Your previous explanation of parking problems were considered a joke, i.e. you didn’t know who the van belonged to and protecting the home - countless references and total disbelief by many members of the public! Talk to other residents before you disgrace yourself any more, your “street cred” is at an all-time low. To be honest with you I have blocked quite a number of the comments submitted to the TE Blog in respect of policing of the area! Let’s face fact’s the business you are helping/protecting can’t even tell the truth!
It remains to be seen if the manager of the home has learnt his lesson yet. If he can’t give the public the “time of day” and run away into the bargain then he should not be dealing with the public!! At the end of the day, the home is run as a business, and the staff treat it as a place of work, and have no idea of the impact of their operation or actions on the local neighbourhood.
Thank you to all the immediate neighbours (to date 17 signatures) supporting the fact that they have not had the opportunity to express feelings regarding the continuing issues around Compass House.
I am contacting you on the behalf of a local resident, who recently told me that he had asked children & carers from the home not to play football in the area of the garages in Temple Side/Target Firs. (A ‘NO BALL GAMES’ SIGN IS CLEARLY VISIBLE).
Today he approached me again to say it had not stopped. This was not the only problem as he witnessed branches being broken off the tree within the roundabout by children from the home, again in the presence of the carer. Apparently he was met with verbal abuse on both occasions, so he is not very happy!
He did say I could use his name, but with the Channels & Choices / Police issuing unfounded harassment notices to local residents, I have decided not to disclose at this stage. I assume you know that PCSO Stevens has complaints made against her with respect to “Neglect of Duty” & “Oppressive behaviour”. I have 17 signatures to the affect that she neglected visiting local’s reference problems, children’s home. This has been ongoing since August 2009, initially through PCSO Reed, PC Marsden and PC Thompson (and in my opinion they should be charged with the same complaints!), and to date there has still been no satisfactory resolution. It has been dealt with through the Police Complaints Procedure overseen by the IPCC, and has now been viewed to the Chief Inspector Elmes and is awaiting review by the Police Standards Department.
This is the second time vandalism has occurred in the area, this time clearly witnessed. (Damage to “No entry” sign on Green Lane gate, where smokers gather being the other incident).
Local residents still have to endure parking problems/invasion despite emails (attached) sent to Channels & Choices. It has recently been disclosed that the home is used for TRAINING / TEACHING / VISITS and MEETINGS (the email is available, should you wish to view it). The situation is being closely monitored by residents.
I trust you will take note of the problems and help the residents resolve the ongoing issues?

I have today have had further reports from locals using this gate, they have indicated this gate as now been chained up. This gate (along with many other gates) has never been properly fixed despite reporting this problem.
IMO chaining gates where cattle are present is dangerous, not to mention this is a public right of way.
These types of gates are high maintenance that require, at the very least dirt and derbies removed from the hinge area to enable them to close correctly.
The semi circular swing type gates would IMO be a better option.

School/Public safety crossing London Road in the area of outside George & Dragon Place.
Reference: TEMPLE EWELL PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON 10th APRIL 2007 it was good to hear that finally this is being slowly addressed.
I pointed this out last year on starting on the 17/07/2006 by e-mail asking for double yellow lines to make the crossing safer for School/Public.
I again e-mailed on the 16/01/2007 with new points as follows:
1. Makes it difficult for vehicles emerging from the G & D rear car park.
2. A short stretch of lines adjacent to the G & D rear car park entrance/ exit could be the answer/compromise?"
I sent another e-mail on the 5/02/2007 stating:
Thanks for seeing that my concerns were looked at within the Parish meeting, however I still have points I would like to emphasize in respect of removal of vehicles in this area as follows:
1. Crossing patrol as been advertised many times before to no avail.
2. Dangerous even for crossing patrol personnel to operate in this area.
3. Only addresses the issue at certain times of the day, does not cater for the following times.
1. Early morning / evening School kids catching / leaving buses in London road.
2. After School activities - including park recreation, especially during summer months.
3. Public crossing the road to the shops or bus stop, especially the elderly.
4. Any possibility of the Crossing patrol hazard lights being switched on with a timer until the issue is sorted?

Encroaching into protected woodlands. 9 trees to be felled to accommodate it.
5 bedroomed house, immediately behind Sunningdale.
Increased traffic and parking.
Temple Ewell Parish Council are partly to blame for the sudden increase of planning applications along Green lane & The Avenue.
They choose to endorse planning acceptance on the new 5 bedroomed house along the Avenue (encroaching into the protected tree area).
The TEPC are very short sighted & panders to back garden builders (who might I add, live in Canterbury). No thought for the impact on tree preservation/wildlife & most of all views everybody in the village likes to enjoy for the surrounding area.
TEPC use you brains, take off the blinkers and most of all try to think ahead!
Name & Shame time in & around Temple Ewell area.
Alan Barker back garden builder from Canterbury. He has no respect for the environment, trees and especially tree preservation areas.
He tries to alter plans to suit himself and feed his greed.
Keep your eye out for this builder & watch his actions. Get yourself plans from DDC if you are unfortunate to have him building near to you.

Dear Mr. Davison,
I find your letter dated 6th February 2009 quite pathetic due to the following comments:
Your company (Channels and Choices) has not bothered to inform local residents the nature of your business; various rumours have been circulated around the village. It would have made sense if you wanted the residents to work closely with you to let them know your business nature but instead you have treated us like mushrooms i.e. kept in the dark. Not a very good start in the first instance would you agree?
You have known about the Green Lane parking problems for a long time now but chose to ignore them hoping to get away with the issue. The excuses of weather do not wear well!!
The only reason you are acting at this late stage is because residents are fed up of waiting considerate parking. You have probably noted local residents taking many photos and expressing concerns that your employees choose to park on the road and can’t be bothered to even use the Compass House car park.
Personally, your statement that the car park will be extended will not be anyway near adequate for the increased volume of cars parking in the area. There seems to be an excessive amount of cars bearing in mind that your policy states only 3 children (maximum) per house! The residents therefore believe you are using Compass House as a meeting room, too.
Your inconsiderate parking on Green Lane especially out side Wood End and High Trees House causes traffic problems for Kent CC gritter lorries, rubbish /recycle collection, delivery lorries to name a few, who then have to slowly ease there way past cars. The hedge opposite as been shredded to bits in the last 6 weeks.
Many residents have been inconvenienced and delayed on exiting their own driveways. Most of the residents try to keep Green Lane clear so the public can safely walk on this road especially due to its narrowness. You should note children who regularly walk down the lane to school, and no consideration is made for this.
Other residents have concerns are escaping children that have been observed running down the Green Lane.
Question: If you make the front on Compass House a full car park the resident children will have only a dangerous small back garden to enjoy. (Or due to intend to lock them up for extended periods of time?)
Personally your business should not be operated in this area. It should have been properly inspected before commencement of this type of business.

Nothing has changed reference Green Lane parking problems as the third photo collection submitted to you shows.
No feedback/updates.
No traffic warning tickets issued. (Note: brought to my attention, the van parked on Templeside was issued with a warning notice within approx 24 hours. It would appear different traffic rules exits depending what road you reside on!)
At least 2 meeting this month 17th & 27th shown by excessive cars shown in photos supplied. (We told you Mr Davison was pulling the wool over your eyes with the “once a month meeting”). Ideally a specific day for this meeting should be sought?
Residents have also express more concerns of incident at 10:30pm in the area of Green Lane / The Avenue where 3 police cars were in attendance. Can you shed any light on this please?
I trust you will endeavour to speak to Mr. Davidson again and send me feedback via email so I can forward to concerned residents.

Green Lane update
Hi Roger,
Hope you have sorted your photo viewing problem out. I have embedded a few more for you, including the Area mangers car parking across from the junction today!
Apparently work will commence on enlarging the driveway tomorrow.
Comments:
1. Should this be subject to planning permission?
2. I expect if planning permission it will follow the normal DDC planning and be granted retrospectively anyway.
3. After the all the furore about parking, turning spaces and garages, reference Kinnoul planning, it seems that we will have a garage car sales forecourt in the making. So much for keeping a semi rural area.
4. I expect that the employees will still be parking on the road, it remains to be seen!
It is a great pity Dover District Planning did not see fit to retain this area as a semi-rural (re point 3 above). To add insult to injury, DDC have allowed a children’s home in the area, which amounts to running a business from a residential home, with the associated significant increase in the volume of traffic in Green Lane (and subsequent danger to pedestrians).

Green Lane Parking update.
Hi Gretel,
I have not referred to parking tickets, only warning tickets like the one you issued to van on Target Firs. Personally this would have been a more positive action for repeated parking offenders as they have already stated they will park where they like! This parking is also extending into Temple Side & Target Firs. This is a worry for residents, especially the elderly who have no knowledge as to why unknown cars are continually parked outside their homes.
The larger parking area as become a joke, residents have been issued with 2 letters (6th February & 2nd April). The latter letter contents I have scanned and is embedded in this email below. Clearly this states the work should have commenced on the 3rd April 2009!!
The “once a month meeting” still needs clarifying please.
I have given all local residents a scan of card indicating an Ofsted inspector contact who will listen to concerns/report back issues like the “incident at 10:30pm in the area of Green Lane / The Avenue where 3 police cars were in attendance”
If needed I will be shortly be contacting DDC & KCC via “fixmystreet” and local press should the parking issues carry on.

sorry that I have not replied to you but I have been to the house several times and spoken to the people that work there, they have been advised to park sensibly and state that they will have a larger parking area soon so the problem should cease. Dear Mrs. Scholfield,
With reference to your email sent to me on Thu 23/04/2009 containing the statement “You will no doubt have noticed that the block paving has now been extended to allow all our cars to park outside the house. It is regrettable that we have now no green area at the front and the paving has been expensive, but if it helps to improve our relationships with our neighbours it will all be worthwhile. There should be no more reason to take photographs of the parking situations in the lane and we can all look forward to moving forward."
If you are implying that it’s my fault that the green area is now lost:
1. You will have more than a bill for a car park to fork out for because your statement could be classed as libellous talk.
The simple fact you are running this business in a residential area has caused it to look like a car sales showroom.
2. My involvement with parking problems was zero prior to your letter dated 6th Feb. 2009 to local residents. It clearly states you intended to totally pave the front of Compass House. At no time have you bothered to consult any of the residents. Other methods are available to retain to green area and be use as parking when needed.
3. Indeed I have tried to stop you from totally paving the front of Compass House via contacting various bodies. Personally I think you should have had planning consent on the grounds of new water drainage rules! I still await answers on this subject.
4. My involvement only started when your area manager Steve Davidson did not listen to my complaint and said ‘we will park where we like’! Hence the photos of dangerous parking with no consideration to other vehicles or pedestrians. (I strongly recommend he should be retrained in public relation skills!)
Future car parking and meeting:
1. It will remain to be seen if you, managers and employees make the effort to use the car park. (photos will still be taken if necessary)
2. Documentation via the aid of photos will still monitor the number of vehicles using the car park. Unless you what to come clean about the so called once month meeting! The PCSO officer told us that 4 cars max would be the normal usage.
Conclusion:
Your business as had a big impact on life of Green Lane & The Avenue, at no time have you bothered to introduce yourselves or advised residents of what to do if dangerous incidents occur. At present you are behaving as a bunch of amateurs, with no regard for the local community. It is unfortunate you did not find yourselves a more suitable location in the first place!!!

Dear Mrs Schofield,
With reference to your visit on Thursday 4th June 2009 you need to be aware of the following:
Reference professionalism/amateurs. I have spoken to residents within the radius of your business and they have all confirmed nobody contacted them or received letters to advise of the nature of your business. Why did you lie about this?
Reference, employees congregating in groups outside elderly 80+ resident’s houses, I have since relayed your comments to them!
Continued refusal to rectify the javelin fence (safety), which could affect the children under your care (and is strange as you continually keep referencing the “poor children”!). Contrary to your statement, DDC have recommended the fence be made safe (it clearly states that in the email DDC sent you, we have a copy too).
I still do not believe in your ‘once a month’ meeting. Your excuse that you are always interviewing may have been the case when you started up but not now as we see the same cars! Plus it’s not good for the “poor children” if you are continually replacing employees!
Garden is a disgrace!! If you claiming a garden allowance you need to use it ASAP! (Photos available to view on the Blog)

If you wish to contact the residents feel free, I will gladly swear on the Holy Bible to substantiate the contents of my last email. Anyway why should the residents trust you when you have lied before!
I have since checked with residents about the contents of your email dated Thu 23/04/2009 11:54 because you could not give me a straight answer could you? Bearing in mind your reference to inaccuracies (although you have not stated) in your last email, you are leaving yourself wide open to prosecution for a second time!
You are a disgrace to call yourself pensioner, how would you like it if they were on your door step? You know who they are, they don’t!! Referencing your statement, “I am a pensioner, it don’t worry me”.
You asked me very early on in the course of the conversation to lower my voice, not at the end. I gave you the choice, correct? You were stormed off because you were stuttering answering questions 3, 4, & 5. Especially when I quizzed you about question 2, who is looking after the children?
Your staff may have degrees. Past experience in dealing with your company as shown training in “man management” would be highly recommended. All it takes is a bit of common sense!

Mr Anonymous, you are welcome to contact TE Parish Council if you wish, they have been sent copies of all communication to date. They have also been asked to assist all the residents affected. Some of the TEPC members live close to the area of the home so can see the problems at first hand.
Inappropriate comments will not be tolerated / published especially as you are from Essex.I can assure you residents would not be happy with me if I allowed it. I can only assume you have connections with the home in some way.

It is not illegal to take photographs or video footage in public places unless it is for criminal or terrorist purposes.
There will be places where you have access as a member of the public, but will have to ask permission or may be prevented altogether. These could include stately homes, museums, churches shopping malls, railway stations and council/government buildings. Just over a year ago you was very supportive of building plot - Sunday working issues. You had no problem and actively supported photo or even video evidence (and that included personal footage) correct?
Ref: article 8 of the Human Right Act, in what way as my photos broken the law in respect of privacy? I have posted an extract from the Police National Legal Database on the Blog in respect of photo taking, as it appears to conflict with what you are saying. Having checked the Act, I note it refers to ‘family life’ and as we know, Compass House is a business! It seems as though you are again plucking legislation out of thin air, without checking its validity, and could easily be turned around for ours and other resident’s family human rights.
Ref: vulnerable people, you know as well as the local residents the home is totally exposed to being overlooked by virtue of its elevated location Residents/neighbours have a right to look, take photos and entertain in there back gardens should they wish, we have checked this fact with other authorities. Full view photos of the said home are available on the Channels & Choices website for all to see. Really in reality you are only endorsing the home is not suitable for a residential area!
Photos are freely displayed by members of the public on the “Fix My Street” Web site and many others without any reference to Data protection act or any other disclosures. So why are you referencing it? The public as a right to highlight problem areas.
The photos were clearly not taken on the property as you stated. If you care to view garden of the home, you will again see some of the weeds are nearly as tall as yourself already.
Again recent photos are clearly not taken on the property and can be viewed on the web @ http://www.fixmystreet.com/report/62686. As previously predicted, “Meetings held regularly (at least weekly), with excessive numbers of cars, over spilling onto the road, causing inconvenience and obstruction (i.e. parking opposite & close junctions). Frequently the property's frontage looks like a car sales forecourt, and is out of character with the residential area.” But don’t take my word for highlighting this. Ask the residents’ opinions who live at the top of Templeside, particularly those who have no off road parking facility.
If you are an officer acting for everybody, why have you not contacted any of the local affected residents around the location of the home? The resentment/impact extends further than you think too!! I can think of a few reasons, but why are you continually siding with the home? You need to get both sides of the story!
I am seriously considering contacting your superior with harassment, supplying incorrect information and wasting my time complaint if this continues. Your previous explanation of parking problems were considered a joke, i.e. you didn’t know who the van belonged to and protecting the home - countless references and total disbelief by many members of the public! Talk to other residents before you disgrace yourself any more, your “street cred” is at an all-time low. To be honest with you I have blocked quite a number of the comments submitted to the TE Blog in respect of policing of the area! Let’s face fact’s the business you are helping/protecting can’t even tell the truth!
It remains to be seen if the manager of the home has learnt his lesson yet. If he can’t give the public the “time of day” and run away into the bargain then he should not be dealing with the public!! At the end of the day, the home is run as a business, and the staff treat it as a place of work, and have no idea of the impact of their operation or actions on the local neighbourhood.

I am contacting you on the behalf of a local resident, who recently told me that he had asked children & carers from the home not to play football in the area of the garages in Temple Side/Target Firs. (A ‘NO BALL GAMES’ SIGN IS CLEARLY VISIBLE).
Today he approached me again to say it had not stopped. This was not the only problem as he witnessed branches being broken off the tree within the roundabout by children from the home, again in the presence of the carer. Apparently he was met with verbal abuse on both occasions, so he is not very happy!
He did say I could use his name, but with the Channels & Choices / Police issuing unfounded harassment notices to local residents, I have decided not to disclose at this stage. I assume you know that PCSO Stevens has complaints made against her with respect to “Neglect of Duty” & “Oppressive behaviour”. I have 17 signatures to the affect that she neglected visiting local’s reference problems, children’s home. This has been ongoing since August 2009, initially through PCSO Reed, PC Marsden and PC Thompson (and in my opinion they should be charged with the same complaints!), and to date there has still been no satisfactory resolution. It has been dealt with through the Police Complaints Procedure overseen by the IPCC, and has now been viewed to the Chief Inspector Elmes and is awaiting review by the Police Standards Department.
This is the second time vandalism has occurred in the area, this time clearly witnessed. (Damage to “No entry” sign on Green Lane gate, where smokers gather being the other incident).
Local residents still have to endure parking problems/invasion despite emails (attached) sent to Channels & Choices. It has recently been disclosed that the home is used for TRAINING / TEACHING / VISITS and MEETINGS (the email is available, should you wish to view it). The situation is being closely monitored by residents.
I trust you will take note of the problems and help the residents resolve the ongoing issues?

1. There is no mention of the trees being diseased in the main report to which Mr. Barker refers to.
2. If the trees are felled, there is no mention of replacing them.
3. There are still 5 trees to be replaced from the felling which was undertaken in April 2008, for which you have been contacted about, by us on several occasions. At the time these were felled, it was confirmed by CPRE and Natural England these 5 trees were not diseased.
4. The land is not a building plot as described in the application. The original planning grant was that this area was to serve as the rear garden for ‘Up and Down’, having previously been the rear garden to Kinnoul.
5. It should be noted that the builder has made several applications to build on the site, which to date have rightly been refused, of which the close proximity to the trees was a major factor in the refusal.
6. The development of the plot has already had an adverse effect on the trees, as the slope mentioned is due to clearance for this plot. Consequently additional pressure is now being put on the remaining trees, and any future development will exacerbate the situation for neighbouring properties.
In conclusion, this only serves to assist the builder in applying for another development, lining his pockets, at the expense of conservation of the trees.

I have today have had further reports from locals using this gate, they have indicated this gate as now been chained up. This gate (along with many other gates) has never been properly fixed despite reporting this problem.
IMO chaining gates where cattle are present is dangerous, not to mention this is a public right of way.
These types of gates are high maintenance that require, at the very least dirt and derbies removed from the hinge area to enable them to close correctly.
The semi circular swing type gates would IMO be a better option.
